Established by Congress in 1986 under the Omnibus Budget Reconciliation Act of 1986 (P.L. 99 509).
The clearinghouse is a service of the Children's Bureau, Administration for Children and Families, U.S. Department of Health and Human Services. NAIC maintains an adoption literature database; a database of adoption experts; listings of adoption agencies, crisis pregnancy centers, adoptive parent support groups and search support groups; excerpts and full texts of state and federal laws on adoption; and other adoption-related services and publications.
The clearinghouse library contains more than 4,000 adoption-related documents. Most information is available free of charge, although there are a few publications for which a minimal fee is charged. Almost all publications are available online via the clearinghouse website at http://www.calib.com/naic. Information specialists are available 8:30 a.m.-5:30 p.m., Monday through Friday (Eastern time).
